Journal of Education and Learning Reviews (JELR) is an international peer-reviewed journal in education and learning, published by DR.KEN Institute of Academic Development and Promotion under a Memorandum of Understanding (MOU) with Rajabhat Mahasarakham University. - Overview
The Journal of Education and Learning Reviews (JELR) operates a rigorous, transparent, and structured Peer Review and Editorial Management System (PEMS) to ensure the academic quality, integrity, and credibility of all published articles.
The journal follows a double-blind peer review process, in which both authors and reviewers remain anonymous throughout the evaluation. Each manuscript is assessed by qualified experts in the relevant field to ensure fairness, objectivity, and scholarly rigor.

The editorial process consists of the following stages:
Step 1: Submission and Initial Screening (≈ 1 week)
All manuscripts are submitted via the journal’s online system:

The editorial office conducts an initial evaluation to ensure:
- compliance with author guidelines
- relevance to the journal’s scope
- clarity of language and academic presentation
- adherence to ethical standards
Manuscripts that do not meet these criteria may be rejected without external review.
Step 2: Assignment to Editor
The Editor-in-Chief assigns the manuscript to an Associate Editor or handling editor based on subject expertise. The assigned editor oversees the peer-review process and ensures appropriate reviewer selection.
Step 3: Peer Review Process (≈ 4–6 weeks)
Each manuscript is evaluated by at least two independent reviewers using a double-blind system.
Reviewers assess:
- originality and contribution
- methodological rigor
- theoretical and practical significance
- clarity and organization
- ethical compliance
Reviewers provide constructive feedback and recommendations for editorial decision-making.
Step 4: Editorial Decision (≈ 1–2 weeks)
Based on reviewer reports, the editor makes one of the following decisions:
- Accept
- Minor Revision
- Major Revision
- Reject
Authors receive detailed reviewer comments to support revision.
Step 5: Revision by Authors (≈ 1–3 weeks)
Authors must:
- revise the manuscript according to reviewer comments
- provide a detailed response to reviewers
- clearly indicate all changes made
Failure to adequately address reviewer comments may result in rejection.
Step 6: Final Evaluation and Acceptance
The revised manuscript is evaluated by the editor and, if necessary, returned to reviewers. A final decision is then made by the Editor-in-Chief.

Editors are responsible for managing the peer-review process and ensuring:
- fair, unbiased, and timely review
- confidentiality of submitted manuscripts
- selection of qualified reviewers
- decision-making based on academic merit
- compliance with ethical standards
Editors must avoid handling manuscripts where conflicts of interest exist
- Reviewer Responsibilities
Reviewers play a critical role in maintaining academic quality. Reviewers are expected to:
- provide objective, constructive, and timely feedback
- maintain strict confidentiality
- declare conflicts of interest
- report suspected misconduct
Reviewers must not use unpublished material for personal advantage
- Author Responsibilities in the Review Process
Authors must:
- submit original and unpublished work
- respond to reviewer comments professionally and thoroughly
- revise manuscripts within the specified timeline
- comply with ethical and editorial requirements
Authors are responsible for the accuracy and integrity of their work throughout the review process
- Plagiarism Screening
All manuscripts are screened using plagiarism detection tools prior to peer review.
- Acceptable similarity index: ≤ 25%
- High similarity may result in revision or rejection
Confirmed plagiarism will be handled according to the journal’s Publication Ethics policy.
- Confidentiality
All manuscripts and review reports are treated as confidential documents.
- Reviewer identities are not disclosed to authors
- Editorial communications remain confidential
- Unpublished material must not be used without permission

All suspected misconduct during the review process is handled in accordance with:
