Abstract

The study titled "Guideline Development for Effective MOU Promotion" is a qualitative research project that uses the Faculty of Political Science and Public Administration, Chiang Mai University, as a case study. The objectives are to analyze the factors influencing the formulation of MOUs and to develop strategies for enhancing their effectiveness. The research utilizes data from documents and semi-structured interviews with five stakeholders. Data were analyzed using the six-step thematic analysis process: 1) familiarization with the data, 2) generating initial codes, 3) searching for themes, 4) interpreting, 5) defining and naming themes, and 6) reporting the data. The findings reveal six key factors contributing to the success of MOU formulation, which are: 1) organizational goals, 2) resources, 3) academic collaboration, 4) information technology systems, 5) change management, and 6) personal relationships. To maximize the efficiency and effectiveness of MOU implementation between units, organizations should 1) analyze their organizational identity to set clear goals, 2) review existing MOUs to identify and promote joint collaborative activities, 3) develop concrete operational plans with clearly assigned responsible executives/staff, 4) organize meetings or seminars to foster personal relationships (personal connections) and elevate them to institutional-level connections, 5) develop IT systems that support operations and internal communication, 6) enhance essential skills of organizational personnel, and 7) create a risk analysis plan for potential future challenges.
