Abstract

Foreign language proficiency has become a critical factor in enhancing the competitiveness of graduates in both the labor market and advanced academic pursuits. However, Phranakhon Si Ayutthaya Rajabhat University currently lacks a standardized foreign language testing center, imposing significant constraints on its staff, students, and the broader community in terms of accessibility, financial burdens, and examination opportunities. This article examines contemporary trends in standardized foreign language testing centers and proposes strategic frameworks for the development and operation of an in-house testing facility at the university. The analysis emphasizes three core dimensions: infrastructural preparedness, alignment with the needs of target demographics, and pathways to secure accreditation from internationally recognized testing organizations. Additionally, the study explores strategies for expanding services to regional workforce sectors and the general public, coupled with the design of specialized training programs and digital platforms. These initiatives aim to position the center as a future regional hub for language education and assessment, fostering broader linguistic and professional development across communities.
