This research aimed to study the employee and family health welfare management process, develop a welfare system, and analyze user feedback. Following an Agile Model approach, the project was conducted from April 2022 to September 2024. Initial requirements and process analyses were conducted through in-depth interviews with HR/Finance, document review, and analysis of historical expenditure data (2021 - 2024), utilizing a Data Import prototype for consistency checks. Data collection methods included in-depth staff interviews, document review/recording, and semi-structured user interviews for feedback. The system was developed in C# on ASP.NET MVC, installed on the NIDA web server, and deployed among 87 personnel (Oct 11 - 30, 2024); 27 users provided feedback via interview. The results demonstrated that the system reduced errors compared to Excel data management, increased accuracy, speed, and transparency, and was perceived as easy to use without training. Designed for continuous development (PDCA), it addresses user needs and policy changes. This outcome serves as a prototype for other public/educational institutions to enhance efficiency, reduce workload, and improve service quality.
