การประยุกต์ใช้แนวทาง A-CDM: จากหลักการสู่ความท้าทายการปฏิบัติการของท่าอากาศยานสุวรรณภูมิ

วัตถุประสงค์ของงานวิจัย 1) เพื่อศึกษาแนวทางและอธิบายหลักการพื้นฐานของการตัดสินใจเพื่อการบริหารท่าอากาศยานร่วมกันระหว่างหน่วยงานในท่าอากาศยาน (A-CDM) 2) เพื่อวิเคราะห์แนวทางการดำเนินงาน อุปสรรค ปัญหา หรือ ข้อขัดแย้ง ในการนำระบบ A-CDM ไปปฏิบัติใช้ในท่าอากาศยานสุวรรณภูมิ เป็นการวิจัยเชิงคุณภาพ ด้วยวิธีสัมภาษณ์เชิงลึกจากผู้ให้ข้อมูล 5 หน่วยงาน หน่วยงานละ 2 คน ในท่าอากาศยานสุวรรณภูมิ ได้แก่ หน่วยงานควบคุมการจราจรทางอากาศ หน่วยงานดำเนินการท่าอากาศยาน สายการบิน หน่วยงานให้บริการภาคพื้น หน่วยงานที่ดูแลการเคลื่อนที่ของเครื่องบินบนลานจอด ร่วมกับการวิเคราะห์ข้อมูล เอกสารขององค์กรบริหารการบินของยุโรป องค์การการบินพลเรือนระหว่างประทศ องค์กรให้บริการจราจรทางอากาศโลก สมาคมขนทางอากาศระหว่างประเทศ สำนักงานบริหารการบินแห่งสหรัฐอเมริกา และงานวิจัยที่เกี่ยวข้อง โดยใช้วิธีตรวจสอบแบบสามเส้า เพื่อการวิเคราะห์ข้อมูลจากการสัมภาษณ์เชิงลึก ผลการวิจัย พบว่า 1) แนวทางการดำเนินงาน A-CDM ของท่าอากาศยานสุวรรณภูมิ มีประสิทธิภาพเพิ่มขึ้น ในด้านการประสานงาน การแบ่งปันข้อมูล ระหว่างหน่วยงานที่เกี่ยวข้องในท่าอากาศยาน ภายใต้สถานการณ์สำคัญ 16 สถานการณ์ 2) การนำ A-CDM มาปฏิบัติใช้ในท่าอากาศยานสุวรรณภูมิ ช่วยให้การบริหารจัดการภายในพื้นที่ท่าอากาศยานมีความเป็นระเบียบ เที่ยวบินตรงต่อเวลา การบริหารทรัพยากรบุคล และอุปกรณ์มีประสิทธิภาพ ผลวิจัยยังพบว่าวัฒนธรรมองค์กร การสื่อสาร ช่องการสื่อสาร และการติดต่อประสานงาน เป็นอุปสรรคต่อกระบวนการ A-CDM ของท่าอากาศยานสุวรรณภูมิ
