Abstract

This research aimed to 1) study the guidelines and explain the fundamental principles of Airport Collaborative Decision Making (A-CDM) among airport agencies, and 2) analyze the operational approaches, obstacles, problems, or challenges in implementing the A-CDM system at Suvarnabhumi Airport. This qualitative study employed in-depth interviews with key informants from five agencies at Suvarnabhumi Airport (two individuals per agency), including Air Traffic Control, the Airport Operator, Airlines, Ground Handling Services, and the Unit responsible for aircraft movement on the apron. This was supplemented by an analysis of documents from European air navigation organizations, the International Civil Aviation Organization (ICAO), the Civil Air Navigation Services Organization (CANSO), the International Air Transport Association (IATA), the Federal Aviation Administration (FAA), and related researches, utilizing triangulation for data analysis from the in-depth interviews. The research findings revealed that: 1) The A-CDM operations at Suvarnabhumi Airport improved efficiency in terms of coordination and data sharing among relevant agencies within the airport under 16 critical situations. 2) The implementation of A-CDM at Suvarnabhumi Airport enhanced airport management organization, improved flight punctuality, and enabled more efficient management of human resources and equipment. The research findings also indicated that organizational culture, communication, communication channels, and coordination served as barriers to the A-CDM process at Suvarnabhumi Airport.
