Guidelines for Developing the Use of the Systems Approachin the Administration of Phanthong School under the Secondary Educational Service

Abstract

The objectives of this independent study were to
1) examine the level of utilization of System approach in administration, 2) compare the perception of systematic method usage in administration among personnel, categorized by academic standing, and 3) propose guidelines for implementing System Approach in administration. The sample comprised 59 administrators and teachers. Two data collection instruments were employed: a five-point Likert scale questionnaire and a semi-structured interview protocol to interview three experts. Statistical analyses included frequency, percentage, mean, standard deviation, one-way ANOVA at a .05 significance level, and content analysis. The findings revealed that: 1) The overall level of System approach usage in administration was high. When considering individual aspects in descending order, revise as required at any step in the process, select solution strategies from among alternatives, implement selected strategies, determine performance effectiveness, determine solution requirements and solution alternatives, and Identify problem based upon documented needs. 2) The comparison of perceptions regarding systematic method usage in administration among personnel, categorized by respondents' academic standing, showed no statistically, both overall and in individual aspects. 3) Guidelines for implementing System approach in administration were developed, suggesting that administrators should set specific, measurable, achievable, relevant, and time-bound operational goals; cultivate an organizational culture that embraces change and innovation; develop analytical and problem-solving skills among personnel; facilitate the exchange of best practices within the organization; implement scenario planning; and utilize technology systems for supervision and monitoring at both school and classroom levels.
