Creative Leadership of Local Politicians in the Era of Digital Disruption

Abstract

This academic article comprehensively examines and analyzes the critical role of creative leadership among local politicians amidst the challenges of digital disruption, which significantly impacts public administration structures. The study reveals that traditional administrative paradigms are no longer sufficient to respond to rapid social dynamics, necessitating modern local leaders to transform into change leaders. This transformation requires core characteristics including visionary thinking, creativity, flexibility, and a bold willingness to experiment with novel approaches. The article proposes a driving framework through five key dimensions: Digital Vision, Digital Culture Building, Digital Communication, Digital Learning, and Digital-Driven Local Development. Furthermore, through the analysis of Smart City case studies in Khon Kaen, Phuket, and Yala, the study demonstrates the successful integration and collaboration among local capital, the private sector, and civil society. The findings culminate in the synthesis of a "New Body of Knowledge" presented as an innovative local leadership model. This model emphasizes the utilization of technology and empirical data as primary mechanisms to foster genuine citizen engagement, with the ultimate goal of sustainably enhancing the quality of life and resilience of local communities.
