Abstract

This study aimed to: 1) develop competency-based learning management incorporating
Active Learning approaches in the Thai Language Skills for Professional Communication course for Higher Vocational Certificate students at Chiang Mai Vocational College, and 2) examine student learning outcomes following the implementation of competency-based learning management. The sample consisted of 30 first-year Higher Vocational Certificate students enrolled in Course No. 30000-1101,
Thai Language Skills for Professional Communication, at Chiang Mai Vocational College during the second semester of the 2025 academic year. The research instruments comprised competency-based lesson plans, a lesson plan quality evaluation form, and a student learning outcomes assessment form aligned with the National Qualifications Framework for Vocational Education (NQF). Data were analyzed
using percentage, mean, and standard deviation. The findings revealed that: 1) five competency-based lesson plans were developed, totaling 15 instructional hours, and were evaluated as being of the highest overall quality; and 2) student learning outcomes following the instructional intervention were rated
at the highest level overall and exceeded the established threshold of 70 percent, with 28 students meeting the criteria, representing 93.33 percent. The domain of ethics, morality, desirable characteristics, socially normative conduct, and personal attributes yielded the highest mean score, whereas the domain of application ability and responsibility yielded the lowest mean score, though it remained at a high level.
