Agricultural land use management is a complex public policy issue involving multiple stakeholders and overlapping legal frameworks. This article aims to (1) identify types of network governance structures in land management, (2) analyze their effectiveness in coordination and conflict management, and (3) examine the role of rules-in-use in shaping governance outcomes. The study integrates Network Governance theory, the Institutional Analysis and Development (IAD) framework, and Land Governance principles. Findings indicate a hybrid governance structure combining lead organization and participant-governed networks. Effectiveness depends largely on rules-in-use, particularly those related to information sharing, decision-making, and monitoring. The study suggests that aligning network structures with institutional rules enhances governance effectiveness and supports sustainable land use.
