NiNA1479: Making the Right Real of Persons with Disabilities in Thailand through Lifelong Education and Decent Work

Abstract

This article aims to decode the architecture and potential of NiNA1479 as a prototype digital ecosystem designed to transform abstract rights into tangible "Make the Right Real" (MRR) outcomes, aligning with the CRPD and SDGs. It specifically addresses bridging inequalities in Lifelong Education (LE) and Decent Work (DW). The study employs rigorous qualitative documentary research, synthesizing data from 2019–2025. It benchmarks against digital ecosystem models in 15 leading countries and ensures validity through triangulation with in-depth insights from 18 key stakeholders across 9 groups. Findings: Results confirm that NiNA1479 functions as an "Information-to-Action Backbone," transforming "paper rights" into "Clickable Rights" across three pillars: (1) Access, (2) Economy, and (3) Quality of Life. Utilizing a socio-technical hybrid model, the digital platform acts as the "Protagonist" (High-Tech) driving five integrated mechanisms: (1) ThaiD verification, (2) welfare databases, (3) skill-to-job matching, (4) peer communities, and (5) case management via the 1479 Helpline. The Helpline serves as the "Reinforcement" (High-Touch) to address gaps unreachable by technology. While this synergy effectively dismantles structural barriers, it remains constrained by a weak "law enforcement ceiling." Conclusion: NiNA1479 is highly primed to serve as national public digital infrastructure. However, sustainability requires urgent policy reforms, specifically transitioning employment quotas to a Levy-Grant system to fund technology development, and establishing Co-Governance to ensure disability rights are realized as sustainable, tangible realities.
