Developing general aviation in the north region of Thailand to increase potential tourism and transportation industries.

Abstract

The development of general aviation in northern Thailand is crucial for enhancing tourism and transportation industries. This qualitative research article aimed to study the feasibility of utilizing general aviation for tourism purposes, identify limitations and preventive measures, and promote accurate public perception. Data was collected through in-depth interviews with experts from the Civil Aviation Authority of Thailand, Civil Aviation Training Center, pilots affiliated with the Lanna Flying Club, and aviation economic specialists. The findings revealed significant constraints including non-conducive regulations, personnel shortages, and lack of user confidence, while supporting factors included comprehensive airport infrastructure and tourism potential. Policy recommendations include regulatory improvements for aviation association establishment, reduced import taxes on small aircraft, lower excise taxes on aviation fuel, and promotion of aircraft maintenance centers. These measures would lead to the distribution of economic benefits to secondary cities and sustainable development in the Upper North region.
