Managing Transition and Internal Communication for Municipalities toward Digital Organizations

Internal communication management plays a vital role in driving municipalities toward becoming sustainable digital organizations. This article aims to examine the role of effective internal communication management in facilitating the digital transformation of municipalities. The study highlights four key components: 1) Content management in communication, emphasizing accuracy, clarity, and alignment with administrative policies to ensure a shared organizational understanding; 2) Organizational restructuring for connectivity, promoting integrated communication systems that link departments and levels to reduce redundancy and enhance decision-making; 3) Equitable access to technology, ensuring inclusiveness and providing equal opportunities for personnel to use digital tools to improve performance; and 4) Fostering participatory communication, creating spaces for personnel to exchange ideas and share experiences. The article further recommends a human-centered communication approach that considers employees’ emotions and needs, positioning technology as an enhancer rather than a replacement. Integrating communication planning with change management and developing both digital and communication skills, especially among leaders who must model transparency and share success stories, can inspire confidence and collective commitment within the organization.
