A Critical Discourse Analysis in the National Council for Peace and Order’s Announcements 2014-2019

Abstract

This research article examines (1) the political and social context of Thailand during the National Council for Peace and Order government era from 2014-2019; investigates (2) the discourse practices in the announcements of the National Council for Peace and Order from 2014-2019; and studies (3) the discourse in the announcements of the National Council for Peace and Order from 2014-2019. A qualitative research method was used, collecting data from the announcements of the National Council for Peace and Order and conducting in-depth interviews with 17 key informants from the National Council for Peace and Order representatives, Baby Boomer and Gen Z citizens. Data was analyzed using Norman Fairclough’s critical discourse analysis and David K. Berlo’s SMCR Model of communication. Findings are as follows: (1) Social operations in the political and social context of Thailand during the National Council for Peace and Order government were characterized by ideological conflict and severe political instability. There was the use of power to suppress and block the media, with the government using declarations as an important tool to legitimize and control society. (2) The discourse operation has three stages: (2.1) The production process is traditional, rapid, and responsive to specific situations, top-down decision-making. Most announcements aim to legitimize the exercise of power, reinforce national security, and reduce social conflict. (2.2) The transmission process involves a mix of traditional and non-traditional communication channels, relying on latent power through military symbols and political rituals. The main channels are joint television and radio, extending to online media of government agencies and other online platforms to reach younger generations. (2.3) The public awareness process: Baby Boomer tend to accept and comply with the announcements because they value security and stability, and trust mainstream media. Gen Z, on the other hand, views the announcements as restricting freedom, controlling thought, and distorting political perception. (3) Textual analysis of the National Council for Peace and Order’s announcement reveals the use of language and symbols to legitimize, establish hegemony, and control public perception. The monarchy is utilized as a source of legitimacy, and legal measures are coupled with persuasion to influence public acceptance and compliance.
