Implementing a Community Self-Management Plan in the Don Yai Hom Subdistrict Municipality Area, Mueang Nakhon Pathom District, Nakhon Pathom Province

Abstract

This research article aims to study analyze a community self-management planimplementation in the Don Yai Hom Subdistrict Municipality Area, Mueang Nakhon Pathom District, Nakhon Pathom Province, analyze problems and obstacles of acommunity self-management plan implementation in the Don Yai Hom Subdistrict Municipality Area, and propose guidelines for implementing a community self-management plan suitable for the Don Yai Hom Subdistrict Municipality Area. This study employed a qualitative approach, which were composed of 16 key informants, namely,concerned executives, operation officers, and community leaders. Data were collected through in-depth interviews and participant observations. An analytic induction was applied to analyze the data. Findings are as follows: (1) For implementing a community self-management plan in the Don Yai Hom Subdistrict Municipality Area, it was found that the communication was clear and precise, the resources in term of budget was adequate, the numbers of personnel were appropriate and qualified, and the information technology management was consistent to the plan, (2) problems and obstacles inimplementing a community self-management plan in the Don Yai Hom Subdistrict Municipality Area were: the communication to the public was not yet known and the delay in submitting project documents, and (3) guidelines for implementing a community self-management plan suitable for each location were: increasing public relations efforts included wired audio and informing community leaders about the project details. In addition, community needs survey to help launch project suited to the community needs should be done.
