There is Decentralization to people, The people can set themselves life way by without determined right others under legal framework. Political Development in a Participatory Democracy has the following conditions to encourage people to be more independent: 1. Promotion for people have Political competency to upper. 2. Promotion for Civic Political Culture. 3. Promotion for Political Institution to be stronger. 4. Promotion for people’s political movements. 5. Promotion people’s political networks. 6. Promotion for people’s political communication to be widely distributed. 7. Promotion for people’s political measure and strategies.
