การมีส่วนร่วมของกำนันและผู้ใหญ่บ้านในการปกครองตามระบอบประชาธิปไตย

การเปลี่ยนแปลงบทบาทกำนัน ผู้ใหญ่บ้านภายใต้แนวนโยบายและแนวคิดว่าด้วยการปฏิรูปการเมืองการปกครองที่ต้องการวางรากฐานการปกครองระบอบประชาธิปไตยโดยตระหนักว่าหากต้องการให้ประชาธิปไตยระดับชาติมีความก้าวหน้ามีความมั่นคงและเสถียรภาพรัฐบาลที่มาจากการเลือกตั้งและรัฐบาลที่มิได้มาจากการเลือกตั้ง รวมถึงแนวคิด ค่านิยม ความเชื่อ วัฒนธรรมทางการเมือง อุดมการณ์ทางการเมือง การปกครอง ระบบอุปถัมภ์ เครือญาติ วัฒนธรรม ประเพณีของชุมชนมีผลต่อการทำงานของกำนันผู้ใหญ่บ้าน โดยกำนัน ผู้ใหญ่บ้านสามารถมีส่วนร่วมในการปกครองตามบทบาทอำนาจ หน้าที่ ดังนี้ 5. ด้านการปกครองและรักษาความสงบเรียบร้อยของราษฎร 2. ด้านการที่เกี่ยวด้วยความอาญา 3. ด้านงานทะเบียน 4. ด้านการพัฒนาตำบลและส่งเสริมอาชีพของราษฎร
