การเมืองภาคพลเมืองเป็นการเมืองที่ประชาชนได้รับสิทธิและเสรีภาพในการเข้ามามีส่วนร่วมในกระบวนการทางนโยบาย มีการกระจายอำนาจให้ประชาชนสามารถกำหนดวิถีชีวิตของตนเองโดยไม่ละเมิดสิทธิของผู้อื่นภายใต้กรอบของกฎหมาย การพัฒนาการเมืองในระบอบประชาธิปไตยแบบมีส่วนร่วมมีเงื่อนไขที่จะส่งเสริมให้ประชาชนมีความเป็นตัวของตัวเองมากขึ้น ดังนี้ 1. การส่งเสริมให้ประชาชนมีความสามารถทางการเมืองสูงขึ้น 2. การส่งเสริมวัฒนธรรมทางการเมืองแบบพลเมือง 3. การส่งเสริมสถาบันทางการเมืองของประชาชนให้เข้มแข็งขึ้น 4. การส่งเสริมขบวนการทางการเมืองของประชาชน 5. การส่งเสริมเครือข่ายทางการเมืองของประชาชน 6. การส่งเสริมการสื่อสารทางการเมืองของประชาชนให้แพร่หลาย 7. การส่งเสริมมาตรการและกลยุทธ์ทางการเมืองของประชาชน
