This research was conducted in both quantitative and qualitative ways. The population used in this research was 378 people aged 18-60 in Mueang District, Khon Kaen Province. The target group for interviews was purposively selected as 10 executives of Nakhon Khon Kaen Municipality, Mueang District, and Khon Kaen Province. The instruments used were questionnaires and interview forms. The statistics used in the research were frequency distribution and percentage of the respondents, analyzed by presenting in tables using mean and standard deviation, multiple regression analysis using the hierarchical variable selection method, and discussion of the results. The descriptive data analysis was conducted by selecting and classifying the data, organizing the data systematically, compiling the data, and analyzing the data. The data was then written as a report.</p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The research results found that: 1) The overall condition of the administration according to the principle of honesty 3 of the administrators of Nakhon Khon Kaen Municipality, Mueang District, Khon Kaen Province was at a moderate level ( =3.04, S.D=.38). Considering each aspect, it was found that the aspect of command, planning, and control, respectively. 2) Factors that influenced the administration according to the principle of honesty 3 of the administrators of Nakhon Khon Kaen Municipality, Mueang District, Khon Kaen Province, overall in all aspects, with a statistical significance of .05 were AdministrationX5, WorkX3, RelationshipX1, AdministrationX2, and TeamworkX4, with predictor coefficients in the raw scores (b) equal to .133, .255, .774, .910, -.376, respectively. 3) It is necessary to have an approach to administration according to the principle of honesty 3 of the administrators in performing their duties seriously, prepare a plan to support the approach to administration according to the principle of honesty 3 of the administrators, and the changes in the performance of duties in the administration. The objectives are (1) to study the level of performance effectiveness according to the Four Bases of Influence of teachers, (2) to study the factors affecting the performance effectiveness according to the Four Bases of Influence of teachers, and (3) to study the guideline for developing the performance effectiveness according to the Four Bases of Influence of teachers in Buriram Province. It is a quantitative and qualitative research. The sample population is 400 people aged 18-60 in Buriram Province. The target group for interviews is 10 educational service providers and school administrators in Buriram Province. The research instruments are questionnaires and interview forms. The statistics used in the research are frequency and percentage distribution, mean, and standard deviation for the discussion of the results. The descriptive data analysis is then used to write a report.</p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The research results found that: 1) the level of work efficiency according to the 4 Iddhipada principles of teachers in Buriram Province was at a moderate level. It was at a moderate level ( =3.01, S.D=0.58). Considering each aspect, it was found that the aspect of personnel potential development that should be developed, the aspect of personnel potential development, and the aspect of planning, respectively. (2) The factors affecting the work efficiency according to the 4 Iddhipada principles of teachers in Buriram Province were at a moderate level ( =3.06, S.D=0.52). Considering each aspect, they were as follows: the factor of service transparency ( =3.05, S.D=0.64), the factor of personnel politeness, the factor of service speed, the factor of personnel capability, and the factor of data accuracy, respectively. (3) It is necessary to have a serious guideline for developing work efficiency according to the 4 Iddhipada principles. Prepare a plan to support the guideline for developing work efficiency according to the 4 Iddhipada principles that have an efficiency development path. It is a quantitative and qualitative research. The sample group consists of 359 eligible voters in Kumphawapi District, Udon Thani Province the informants were 10 government officials and community scholars. The research instruments were questionnaires and interviews. The statistics used for data analysis were frequency, percentage, multiple regression analysis, and descriptive analysis to support the discussion of the results. The research results found that: (1) The roles of community leaders in the 21st century were overall at a moderate level, ranked from most to least as follows: community plan promotion, community learning center promotion, community capital promotion, community lifestyle promotion, sufficiency economy promotion, community career promotion, and drug problem solving, respectively. The study employs a comprehensive literature review related to Thai governance, including fundamental concepts, historical development, and current issues. The findings reveal that Thailand's administrative structure remains heavily centralized despite various decentralization efforts through legislation and policies. In practice, several problems persist, including overlapping authorities, lack of clarity in task allocation, limited fiscal autonomy, and organizational culture that adheres to traditional bureaucratic systems. Regional administrative bodies continue to function primarily as representatives of the central government rather than as autonomous entities serving local needs. This article proposes reform approaches to improve central-regional administrative relationships by emphasizing balance between central oversight and strengthening regional administrative capacity. However, limited public participation remains a major challenge affecting the effectiveness, transparency, and accountability of local administrative organizations. This study analyzes the underlying problems and obstacles hindering citizen involvement in key governance processes—particularly in planning, decision-making, and budget monitoring. The findings indicate that major barriers include a lack of public awareness regarding the roles and responsibilities of local authorities, insufficient participatory mechanisms, and the persistence of a patronage-based political culture. To address these challenges, this paper recommends enhancing civic capacity through education and outreach, establishing clear and accessible channels for public engagement, and improving transparency in local administration to allow for meaningful public oversight.
